Kehilla Residential Programme (Kehilla) was established in 1982 as the UJA Federation’s official housing agency. Kehilla’s mandate is to identify and champion affordable housing initiatives responsive to the needs of the Jewish community in the Greater Toronto Area. We implement this through education, awareness, project sponsorship, development consultation, and research and property management.
Kehilla is staffed by an Executive Director, an Executive Assistant, a Supervisor of Property Management, a Property Manager, an RGI Administrator and a Bookkeeper. A 12-member volunteer Board of Directors oversees the operations of the agency. Kehilla is fortunate to have a highly skilled and talented Board of Directors with representation from many professional backgrounds including: law, accounting, property management professionals, developers, planning and architecture.
Kehilla is the official housing agency of UJA Federation of Greater Toronto.
Nancy Singer, B.A., MES, OPPI
Nancy is Kehilla’s Executive Director. With over four decades of housing development and planning experience, she has overseen the Property Management and Development functions of the agency since 2000. Nancy is a professional planner who has worked on numerous non-profit housing projects. She previously worked for the City of Toronto’s Planning and Housing Department, and as a private consultant. In her current role, Nancy has organized many conferences and workshops with the goal of increasing community awareness, and continues to work on bringing new affordable housing initiatives on-stream.
Lisa Lipowitz, B.A.
Lisa has a dual role at Kehilla. As Director of Community Initiatives, she is responsible for all of Kehilla’s agency and community-based partnerships. Her work includes community development, inter-agency communication, and government relations. As Supervisor of Property Management, she is responsible for the overall operations of all Kehilla’s self-managed and third-party projects. Lisa has worked in the Jewish Community for over 30 years – primarily with Kehilla. Lisa has been actively involved with the development of Kehilla’s initiatives and has extensive experience with all of its projects.
Sandra has been the Property Manager for all of Kehilla’s projects for more than 15 years. With over twenty years experience with non-profit housing, Sandra’s primary focus is on ensuring smooth operations in all our buildings. Sandra’s responsibilities also include the supervision of the maintenance staff and tenant relations.

Kehilla is fortunate to have a highly skilled and dedicated Board of Directors. Members share their expertise in account, law, planning, land development, architecture, real estate, property management and health care with Kehilla. Board members are active in working committees concentrating on Strategic Planning, New Initiatives, and Communications and Fundraising, to name a few.
